Biography

Dr. David Kwizera is a Professor of Law at the Faculty of Political and Legal Sciences of the University of Burundi, where he also holds key academic leadership responsibilities. He holds a PhD in Digital Law from Hassan I University of Settat (Morocco) and is emerging as a prominent scholar at the intersection of law, technology, and digital governance. Bridging theory and practice, his career is distinguished by a dual expertise: academic, as a dedicated scholar actively involved in training high-level legal professionals, and institutional, as a former magistrate within the Burundian judiciary, notably at the Commercial Court of Bujumbura. This experience provides him with a nuanced understanding of contemporary challenges in the administration of justice and its adaptation to technological change. His research focuses on the digital transformation of judicial systems, cyber justice, cybersecurity, digital regulation, and business law, with particular attention to African contexts. As the author of several publications in international academic journals, he actively contributes to the development of innovative legal thinking aimed at modernizing legal and institutional frameworks. In parallel with his academic work, Dr. Kwizera serves as a consultant and expert for institutions and organizations, particularly on issues related to digital law, cybercrime, and technology governance.
